ایالت فدرال
اِیالَت فدرال یا دولت فدرال[۱] (انگلیسی: Federated state)، در برخی نظامهای سیاسی غربی، یک واحد سیاسی و سرزمینی تشکیلدهندهٔ حاکمیت فدرال یا فدراسیون را گویند.[۲] ایالت در این ساختار به مجموعهای یا گروهی خودمختار گویند که بر روی منطقهای بهطور مستقل اختیار حکومتی دارند.[۳]
در زمان دولت ساسانی نیز «ایالت» برای تقسیمبندیهای فراتر از استان استفاده میشدهاست و اداره آن منطقه بر اساس یک ساتراپ یا مرزبان فرستاده شده توسط شاه بودهاست. همچنین شاه بر اساس مصالح وقت حکمرانی آنان را مشخص میکردهاست.[۴]
بر خلاف کشور، ایالت فدرال معمولاً قسمتی از یک مجموعهٔ بزرگتر (مثل کشور) است. بهطور نمونه، کشور آلمان از ایالات بایرن، زاکسن، و … و کشور آمریکا، به مرور زمان با اتحاد ۵۰ ایالت یا دولت جدا از هم همانند هاوایی، تگزاس، فلوریدا، و … تشکیل یافته که هر یک قوانین و اختیارات خود را دارند.
در کشورهایی با ساختار فدرال قدرت میان حکومت مرکزی و ایالاتش تقسیم میشود.[۵]
برای کشورهایی که نظام تقسیمات کشوری آنها ایالتی است برای اشاره به مسئول اصلی ایالت، از واژهٔ فرماندار استفاده میشود.
