پاکور یکم در نیمه نخست سده یکم میلادی شاه پارس، یک دولت خراجگزار شاهنشاهی اشکانی، بود. او به دلیل شباهت موهایش با موهای فرهاد سوم اشکانی (حک. ۶۹–۵۷ پ. م) شناخته شده‌است.
