Флаг представляет собой прямоугольное полотнище с соотношением ширины к длине 2:3, разделенное на три основных вертикальных элемента.

Длина крайних элементов красного цвета составляет 1/3 от общей длины полотнища количество элементов – 2. Средний элемент делится на семь полос белого и синего цветов. Длина синей полосы составляет 2/10 длины среднего элемента. Количество синих полос – 3. Длина белой полосы составляет 1/10 длины среднего элемента. Количество белых полос – 4.
